Born on November 20, 1946 in Iiyama City, Nagano Prefecture. Graduated from Shinshu University, Faculty of Humanities, Department of Economics, Meiji University, Graduate School of Political Science and Economics, Department of Political Science, master's course. In 1987, he won the 18th Notion Oya Soichi Nonfiction Prize for Portrait of the Mikado. Member of the Privatization Promotion Committee for the Four Road-related Public Corporations in 2002, Member of the Decentralization Promotion Committee in 2007, Visiting Professor at the Graduate School of Humanities and Sociology, the University of Tokyo in 2001, and Specially Appointed Professor at the World Civilization Center at the Tokyo Institute of Technology in 2006. He served as deputy governor of Tokyo from 2007 to 2012, and governor of Tokyo from the same year to 2013. Special advisor to Osaka Prefecture and Osaka City from 2015 to May 2022. As a writer, he continues to analyze the structural issues faced by modern Japan, and his main related works include ``Defeat in the Summer of 1945'', ``Research on Japan'' (Bungei Shunju Reader's Award), ``Research on Anxiety in Japan'', and ``Carbon Neutral Revolution''. Representative works such as ``Persona: Biography of Yukio Mishima'' and ``Picaresque: Biography of Osamu Dazai'' are included in ``Modern Japan: Collection of Naoki Inose's Works.''
