Born on June 20, 1958 in Ota-ku, Tokyo. Kugahara Elementary School, Omori 10th Junior High School, Osaki High School, and Hosei University Faculty of Law. Passed the bar exam in 1984 and registered as a lawyer in 1987. Specially appointed professor at Hosei University Graduate School from 2006 to 2016. Elected as a member of the House of Representatives in 2017. Elected member of the House of Councilors in 2022
