Born on January 14, 1960 in Iwatsuki Ward, Saitama City. Joined Keio University School of Medicine in 1986. While training as a surgical specialist at Keio University Hospital, he engaged in joint research with the University of California School of Medicine in the United States from 1990 to 1993. Obtained doctoral degree in 1994. Meanwhile, I studied sociology at Keio University's Faculty of Letters, then law at the Faculty of Law, and entered the Faculty of Letters in 1993 and the Faculty of Law in 1996. Passed the bar exam in 1996 and registered as a lawyer in 1999. Since then, he has worked as a doctor and lawyer, promoting advanced medical care such as robotic surgery at Keio University School of Medicine, and serving as a special commission member of the Japan Federation of Bar Associations Pollution Control and Environmental Protection Committee and a member of the Saitama Prefecture Environmental Deliberation Committee. In 2004, he studied abroad at the University of Oxford Graduate School in England, where he studied international companies and public policy, and obtained a master's degree in business administration in 2005. Since 2007, he has been a professor at the Keio University Graduate School of Law (Law School) and a professor of surgery at the School of Medicine (concurrently).
