Born April 18, 1963, from Yaotsu-cho, Kamo-gun, Gifu Prefecture. Gifu Prefectural Kamo High School, Nagoya University Faculty of Economics. In 1992, entered the Matsushita Institute of Government and Management (13th class). In 1995, after graduating from the same school, at the age of 26, he was elected as a member of the Gifu Prefectural Assembly. Since then, he has won four times in total. During his tenure, he served as vice chief of the Liberal Democratic Party Gifu Prefecture Federation, chairman of the Gifu Prefecture Chamber of Commerce and Industry Youth Federation, chairman of the Gifu Prefecture Chamber of Commerce and Industry, and chief of the Prefectural Liberal Democratic Party Club. In July 2010, elected as the leader of the House of Councilors.
