He was born on June 4, 1951, in Minano Town, Chichibu District, as the eldest son of his father, Keizo (a member of the House of Councilors for 2 terms and 12 years, and former president of the Saitama Prefectural Dental Association). After attending Nihon University Toyoyama High School and working at Josai Dental University (now Meikai University School of Dentistry), he became involved in community medical care at Sekiguchi Dental Clinic in Minano Town, where his parents practiced. Served three terms and eight years as a member of the Saitama Prefectural Assembly. He was elected to the House of Councilors by-election in October 2003, and was elected for a second term in the regular election for the House of Councilors in July 2004. Elected for a third term in the July 2010 House of Councilors regular election. Elected for a fourth term in the July 2016 House of Councilors regular election. Elected for his fifth term in the regular election for the House of Councilors in July 2020.
