Career

Born in 1952 in Ichikawa City, Chiba Prefecture. After attending Okage Junior and Senior High School and Concord Academy High School, he entered Sophia University in 1975. Became assistant professor at Sophia University in 1981. Completed doctoral course in political science at Yale University in 1982. Earned a Ph.D. in political science. Visiting researcher at Harvard University's Institute of International Studies in 1983. Professor at Sophia University in 1990. Member of the Defense Issues Council from 1994 to 1996. Member of the Administrative Reform Council from 1996 to 1998. Ambassador Extraordinary and Plenipotentiary of the Japanese Government Mission to the Conference on Disarmament from 2002 to 2004 (Geneva). Chairman of the Conference on Disarmament (Geneva) in 2003. In the same year, he chaired the United Nations Interim Conference on Small Arms and Light Weapons. Member of the House of Representatives from 2005 to 2009. From 2005 to 2006, Uchiafu served as Minister in charge of special missions (low birthrate and gender equality). Member of the Science Council of Japan from 2005 to 2014 (political science).
