Born in Mobara City on November 23, 1955, graduated from Chiba Prefectural Chosei High School
After serving as a member of the Diet, he was elected to the Chiba Prefectural Assembly in 1986 at the age of 29, serving five consecutive terms. Since then, he has served as Chairman of the Agriculture, Forestry and Fisheries Committee, Chairman of the Commerce, Industry, Labor and Social Affairs Committee, Vice-Chairman of the Civil Engineering Committee, and Vice-Chairman of the Agricultural Planning Committee of the Prefectural Standing Committee, and Chairman of the Prefectural Federation of Agricultural Affairs in the Party. Elected as a member of the House of Councilors in 2007
