Born on August 5, 1951. Born in Yokohama. Joined the Faculty of Agriculture, University of Tokyo in 1981, and the Ministry of Agriculture, Forestry and Fisheries in the same year. Completed the master's program (MBA) at Cornell University's S.C. Johnson Graduate School of Business in 1986. In 1993, he was elected as the leader of the House of Representatives election. After that, he served seven terms as a member of the House of Linguists. He served as Parliamentary Vice-Minister for Justice in 2000, Vice-Minister of Finance in 2000, and Chairman of the Economic and Industry Committee of the University of Tokyo in 2009. Lecturer at Fuji Tokoha University in 2010, senior visiting researcher at John Hopkins University Graduate School of International Studies in 2010, and visiting researcher at Waseda University in 2019. Elected in the 26th House of Councilors election in the same year.
