Born on March 12, 1963 in Odawara City, Kanagawa Prefecture. After attending Odawara City Chiyo Elementary and Junior High School, entered the private Meitoku Gakuen Soyo High School in 1981. Joined Japan National Railways (currently JR) in 1981 and became a Japanese National Railway engineer. 1986: Nihon University College of Economics (Communication). In July of the same year, he entered the Prime Minister's Office (currently Naikafu). After serving as First Section Chief of the Abuse Division in the Prime Minister's Secretariat, Deputy Chief Secretary to the Deputy Chief Cabinet Secretary, Assistant Counselor (in charge of abduction issues, planning and coordination), and Secretary to the Chief Cabinet Secretary, he served as the first Chief Secretary to Prime Minister Abe Uchiaki in 2006. In July 2013, he was elected leader in the proportional representation election for the House of Councilors. Served as Director of the Abuse Committee, Director of the Land, Infrastructure, Transport and Tourism Commission, Director of the Naiyo Committee, Member of the Special Committee on the Abduction Issue by North Korea, and Acting Chairman of the Second Subcommittee of the Liberal Democratic Party. Won a second term in the 2020 House of Councilors proportional representation election
