Born in Kumamoto Prefecture on November 30, 1960. Graduated from Kumamoto Prefectural Kumamoto Technical High School in 1988, and completed the Kumamoto Prefectural Industrial Development Youth Corps Training Center in 1988.

〇In 1997, elected Kumamoto Prefectural Assembly member for five consecutive terms. During this time, he served as Chairman of the Central Standing Committee of the Liberal Democratic Party Youth Bureau, Chairman of the Liberal Democratic Party Kumamoto Prefectural Government Association, 81st Chairman of the Kumamoto Prefectural Assembly, and Vice Chairman of the National Prefectural Assembly Chairman's Association.
