Born in Fukui Prefecture on May 24, 1940. Graduated from the Department of Political Science and Economics, Faculty of Law, Nihon University in March 1940.
〇 Member of Ono City Council in February 1975, Member of Fukui Prefectural Assembly in 1974, Chairman of Fukui Prefectural Assembly, Chairman of Liberal Democratic Party Fukui Prefectural Federation
〇In 1992, elected as a member of the House of Councilors; served as Parliamentary Vice-Minister of Finance, Chair of the House Steering Committee, Chair of the Special Committee on Armed Attack Situations, Deputy Chief Cabinet Secretary Naika, Chair of the Special Committee on Official Development Assistance (ODA), Chief of the Liberal Democratic Party of the House of Councilors, Vice-Chairman of the House of Councilors, and Chairman of the House of Councilors.
