Born on November 28, 1945 in Takasaki City, Gunma Prefecture. After attending Keio Gijuku High School, entered Keio University School of Business in 1943, joined Asahi Kasei Industries, Ltd. in April of the same year, and in 1945 became Prime Minister Uchika's Secret Book and Liberal Democratic Party President's Secret Book (concurrently).
