Career
Born in Narashino City, Chiba Prefecture in 1962. In 1963, he won a gold medal in the 100m backstroke at the Seoul Olympics. While teaching at Juntendo University, he also studied abroad, including as a visiting researcher at the University of Colorado Boulder and as a guest coach for the Harvard University Swimming Club. In 2003, served as a director of the World Olympians Association. In 2019, earned a doctorate in medicine (Jun University). In 2015, he became a professor at Jun University's School of Sports and Health Sciences. In the same year, he became president of the Japan Swimming Federation, president of the Japan Olympians Association, and director of the Japanese Olympic Committee. In 2017, he was appointed as the first commissioner of the Japan Sports Agency, leading the sports administration during a turbulent period with the Tokyo 2020 Games and other events ahead. In the same year, he became vice president of the Asian Swimming Federation, and the following year, he became a director of the World Swimming Federation. After retiring from the ministry in 2020, he became an advisor to the Ministry of Education, Culture, Sports, Science and Technology, and in 2020 he became a professor and director of the Jundai Sports Health and Medical Sciences Promotion Organization, and was inducted into the International Swimming Hall of Fame. In the same year, he served as a director of the Asian University Sports Federation and a director of the International University Sports Federation. In the same year, he ran for the House of Councilors election from Tokyo's Chosen Ward and won first place.
